| Permit Description: |
The Department requires electric utilities to directly meter all end users supplied with electricity so users would receive individual bills and have recourse to the Department for resolution of complaints about the utility. However, in certain instances, submetering is allowed if direct metering is not feasible or if there are economic benefits to submetering. Submetering is the practice of reselling electricity to tenants in a building whose owner buys the electricity through a single meter from the utility. Separate meters for tenants may or may not be used. There is no standard permit. The Public Service Commission authorizes submetering by memorandum. |
