How is my credit card billed for applying for a license through OPAL?
Some online applications require a fee. If the online application requires a fee, you must fill out a PayPal Payment form provided during your session. The OPAL website accepts VISA or MasterCard only. Any charges incurred for application(s) submitted through the OPAL website will appear as "NYS Business Licensing" on your credit card statement. The OPAL system requires validation of your credit card number, address zip/postal code and card security code.
If you receive the error message, "There is an error in the credit card information you entered in either the CSC or Zip/Postal Code field", this indicates that there is an error in your address zip/postal code or card security code. You must enter your billing address exactly as it appears on your most recent credit card statement. If you are not sure of the address zip/postal code or card security code, please call the toll-free telephone number on the back of your credit card to verify this information.
Pending transactions are transactions that have been deducted from your available credit but have not yet posted to your account. Transactions may take up to three to seven calendar days to post. Pending descriptions and amounts may differ once posted due to merchants sending authorization requests before the final purchase amount is known.
